The Failure of the 28-Point Ceasefire Plan for Ukraine: Why Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension caused by the introduction of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the grim essence of the recent timeframe. By day, political struggles are waged: hopeful statements are released from various governments. Considerable effort is allocated on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is equipped to monitor projectile deployments from Russian territory, a capacity afforded by timely intelligence. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – sophisticated military planes provided to Ukraine by Western partners.

Soon thereafter, Kyiv's missile defense thundered: several firings deployed against a hostile projectile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: possibly the incoming missile won't strike its target this time, sparing the city from devastation and additional electricity failures.

Persistent Threats

Not long after, a automatic firearm opened up on a aerial vehicle somewhere nearby, part of a defensive team – most likely Western-made equipment. Sadly, the projectiles didn't strike the hostile drone – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still went about their day – enduring hostilities. But those 24 hours illustrated Ukraine's vital need on international aid – a reliance that neighboring countries are clearly incapable to fill in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from American leadership provoked deep reactions, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new initiative from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They contain the crisis but never actually secure success. This trend will, undoubtedly, endure.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a principle well known to international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The White House believes that it is unrealistic to compel Moscow to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The issue is that while acknowledging this situation, American administration does nothing to discourage Russia, through words or deeds, from assuming that the status quo will not evolve additionally in its favour in the months ahead.

Opposing Positions

Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains highly assured in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, progressively conceding people and territory but averting a total frontline collapse until conditions improve in its benefit.

Existing Situation

Realistically, there are no genuine requirements for a truce. Now, subjective factors are coming into play: political desires to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unsuitable, so that their priority does not switch to homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains very improbable that this will change their overall approach.

These conflicting dynamics are influencing discussions.

Assessment and Future

It took a only one week to kill the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new proposals based on old ideas are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and reflect specific hesitation to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require continued Western support.
